Delaware Boat Bill of Sale Form

The Delaware Boat Bill of Sale is a legal document that is used when one sells, purchases, or trades a vessel in the State of Delaware. This will provide not only, all of the information needed to prove that the sale was legal, but it will transfer ownership and provide protection to both parties. This document will require notarization. No one should sign the form until the services of a notary have been retained and everyone is present.

Register a Boat

A motorized vessel, that is used in Delaware waters, stored or docked in the state must be registered within 60 days or arrival or purchase

Where to Register – One may visit one of the Private Registration locations or you may Visit the Delaware State office at the:

Division of Fish and Wildlife Office of Boat Registration

Dover, DE 19901

Needed For Registration – The following must be submitted for proper registration:

  • Boat Registration Application
  • If the boat is titled in a different state, the original title must be submitted and will be kept by the state.
  • If the boat comes from a different registering state then the registration will be required with a notarized bill of sale
  • If the boat has been purchased new from a boat dealer, the manufacturer’s original certificate of origin (MCO) must be submitted
  • All paperwork must show the vessel hull ID number
  • If the boat is currently registered in DE, the old registration card will be required accompanied by a notarized bill of sale, to include a description of the boat
  • A notarized bill of sale is not needed if both buyer and seller appear in person with their respective picture IDs
  • If the boat is not registered in DE, you will need to procure a Boat Ramp Certificate Form this may be acquired at any local
  • Be prepared to pay any fees needed for registration

How To Write

Step 1 – Seller and Buyer Information – In the first section, the seller and buyer must provide the following information in the lines provided on the form:

  • The Seller – 
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State
  • AND
  • The Buyer –
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State

Step 2 – Vessel Details – Enter the details of the boat/vessel in the spaces provided on the form:

  • Make
  • Length
  • Year
  • Hull ID Number
  • Registration Number
  • Odometer Reading (Hours)
  • Title Number
  • Will a Trailer be included in the Sale?(Check Yes or No)
  • If Yes, provide the following:
  • Make
  • Will an Outboard Motor be included with the Sale? (Check Yes or No)
  • If Yes, provide the following information:
  • Number of Outboard Motors
  • Make
  • Year
  • Horse Power (HP)

Step 3 – Trade/Purchase Price Information – Check the boxes that apply, if details are needed, enter them in the spaces provided on the form:

  • If the first box is selected and monetary funds will be provided to the seller:
  • Enter the worded dollar amount
  • Enter the numbered dollar amount, then continue:
  • The date of this bill of sale will be known as (date) – mm/dd/yyyy format
  • OR
  • If payment will be made at a future date, enter the latest date payment will be accepted in mm/dd/yyyy format
  • If the “buyer” will be receiving the vessel as a gift, check the box
  • If this is a trade between the buyer and seller, place a description of the terms of the negotiation in the lines provided on the form

Step 4 – Seller’s Disclosure – Do not provide signature unless all parties are before a notary public

  • The seller should read all of the statements provided in the section. If there are any defect to be recorded, place them in the lines provided on the form
  • Enter the seller signature before a notary public

Step 5 – Signatures – Seller, Buyer, Witness, before a notary public must enter the following:

  • The Seller –
  • Signature
  • Printed Name
  • AND
  • The Buyer –
  • Signature
  • Printed Name
  • AND
  • The Witness –
  • Signature
  • Printed Name

Step 6 – Notarization –

  • Once the notary public has witnessed the signatures of all involved parties, the notary will then complete the remainder of the form
  • They will affix their state seal
  • Make copies for all signatures, give the original to the buyer to provide the proof of the legality of the negotiations and sale and so the buyer will have the document available to register the boat/vessel
