Florida Vehicle/Boat Bill of Sale Form

The Florida Vehicle/Boat Bill of Sale is a legal document that will show that a vehicle or boat has been legally acquired through sale, purchase or trade. The document will also prove transfer of ownership from seller to buyer. This is a document that will be a necessary form for the registration process in the state of Florida.

Odometer Disclosure Statement (Form HSMV-82993) – Required only for vehicle sales for the new owner to register at a Dept. of Highway Safety and Motor Vehicles office.

Register a Vehicle in Florida

A vehicle registration must be completed within 10 days of purchase or establishing residency in the state of Florida

Where to Register – If you purchase a vehicle from a dealer, the dealer will generally complete your registration for you and provide your with a temporary tag until all steps are complete, usually a 30 day tag. Be certain to ask the dealer or dealership if they are authorized to provide this service so that you know what to expect. If you’ve purchased from an individual, you will either need to make an appointment or, you may walk in with your documentation and register your vehicle to any of the in your county.

Needed to Register – To register your vehicle in the state of Florida, you will require the following information:

  • In the state of Florida, a bill of sale is an important part of the transfer of ownership, be certain that you receive a notarized bill of sale
  • Picture Identification
  • Complete the title with the seller. Be sure that you look at the vehicle identification number on the vehicle and match it to the one on the title. If the vehicle has not been titled in Florida, you will need a Vehicle Identification (VIN) inspection
  • If your vehicle is less that 10 years old, you must complete an Odometer/Milage Disclosure
  • Proof of Insurance purchased in the state of Florida
  • If the vehicle is purchased outside of the state you will need to complete an Application for Certification of Title With/Without Registration (Form HSMV 82040)
  • You will need the Vehicle Identification Number and Odometer Verification (Form HSMV 82042)
  • Be prepared to pay the following fees:
  • Local county fees
  • Title Fee
  • Florida Sales and Use Tax (6%)
  • License Plate Fee (if required) – although you will not be charged if transferring plates

Once you’ve acquired your documentation and registered your vehicle, you will then collect your license plates and registration stickers to make your vehicle legal to travel on Florida roads and highways

Register a Boat in Florida

Registration must be completed within 30 days of purchase. All new owners should view the Facts for Vessel Owners.

Where to Register – To register your motorized vessel/boat in the state of Florida, you must appear at the  in the county nearest to you.

Needed to Register – 

  • Complete a Vessel Registration Application – You will need to acquire the form at the county tax collector’s office inasmuch as this form is not offered online
  • Manufacturer’s Statement of Origin (MSO)
  • A bill of sale
  • Be prepared to pay registration fees

How To Write

Step 1 – Begin by downloading the form. At the top of the form, check the bill of sale form box.

Step 2 – Section 1 – This section will cover the sale and purchase of a motor vehicle, a mobile home, a vessel or an off road vehicle ie: an ATV. The first area in section 1 would ask for information with regard to a vessel or motor vehicle, if this is a vessel/boat or vehicle purchase, complete this section with the following information that would be applicable, respectively:

  • Year
  • Make/Manufacturer
  • Body Type
  • Model
  • Color
  • Certificate of Title Number Vehicle/Vessel Identification Number
  • Read the brief statement – provide the buyer information as follows:
  • Print Name(s) of Purchaser(s)
  • Physical Address
  • City
  • State
  • Zip Code
  • Date of Sale
  • Selling Price

Step 3 – Odometer Reading (Motor Vehicle) – This section is to be completed and is required by law to be as complete as possible. Do and enter the following information in this section:

  • Check the appropriate box that would state whether this is a 5 or 6 digit odometer reading
  • Record only whole number mileage, no 10ths of a mile
  • Record the date in which the reading has taken place mm/dd/yyyy format
  • Read the brief statement
  • Select the box that best reflects the truth of the mileage of the vehicle
  • If  one of the answers is anything that is not actual mileage, and you have knowledge as to why the mileage is inaccurate, state the reason within the lines of the “Affidavit” box

Step 4 – Section 3 – Certification – This section will provide certification, information with regard to the seller, co-seller, purchaser, co-purchaser as well as all required signatures. Provide the following information as required in each box:

  • The Seller and Co-Seller (if any)
  • Seller’s Signature
  • Seller’s Printed Name
  • Date of signature
  • Seller’s Physical Address
  • City
  • State
  • Zip Code
  • AND
  • Co-Seller’s Signature (when applicable)
  • Co-Seller’s Printed Name (when applicable)
  • Date of signature
  • Co-Seller’s Physical Address (when applicable)
  • City
  • State
  • Zip Code
  • AND
  • Purchaser and Co-Purchaser (if any)
  • Purchaser’s Signature
  • Purchaser’s Printed Name
  • Date of signature
  • Co-Purchaser’s Signature (when applicable)
  • Co-Purchaser’s Printed name (when applicable)
  • Date of signature

As stated at the end of the document, actual transfer of ownership will not actually occur until certificate of title, of any of the stated vehicles or mobile home will go into effect until certificate of title is complete and application has been submitted
