The Maryland Vehicle Bill of Sale VR-181 is a form, considered a legal document, that would provide proof of the sale and purchase of a motor vehicle. This form will provide information about the vehicle being sold and purchased as well, it does contain a needed odometer reading statement. This document could well serve several purposes as you will likely need it for registration of your vehicle. This form will require notarization for two people and an extra notary space in the event your witness cannot be with you at the same time. You must withhold your signature until you’re before a notary public.

Odometer Disclosure Statement (Form VR-197) – Required at the time of sale for the seller to verify the mileage of the vehicle.

Register a Vehicle in Maryland

Registration of a vehicle in the state of Maryland will depend upon how you’ve purchased your vehicle. For example, Auto dealers will usually submit the registration and titling paperwork for you at the time of purchase. You will receive a bill of sale, and either temporary or permanent license plates. Your title will be mailed to the physical address that you have provided to the dealer.

Where to Register – Should you purchase from a private party or purchase from a dealer who does not submit registration and title for you, you must then gather all required documentation and appear in person at any near you

Needed to Register – You must provide the following documents in person to the MVA

  • You must provide a completed  Application for Certificate of Title (form VR-005). This document will be used for title and registration
  • Photo ID
  • Proof of Insurance
  • A bill of sale
  • Ownership documents ie: title and/or certificate of origin
  • Lien and or lien holder information (if any)
  • Odometer Disclosure (in miles)
  • A vehicle safety inspection document (good for 90 days once the inspection is complete and certification is issued)
  • Power of attorney, only if someone besides yourself will be registering your title for you
  • Be prepared to pay all taxes and registration fees

How to Write

Step 1 – Vehicle Description – Seller must provide a description of the vehicle being sold:

  • Year
  • Make
  • Model
  • Body Style
  • Vehicle Identification Number (VIN)

Step 2 – Buyer and Price of Vehicle – Seller must enter:

  • The name of the buyer(s)to whom they are selling the vehicle
  • The Price of the vehicle
  • Describe “The reason the vehicle may be purchased for a price less than the fair market value is as follows.

Step 3 – Odometer Reading – Seller must:

  • Read the odometer statement at the top of the second section (odometer information)
  • Accurately record the odometer reading (in miles) in the space provided
  • Check one of the boxes that apply as follows:
  • The mileage is in excess of its mechanical limits
  • OR
  • The odometer reading is not the actual mileage
  • OR
  • Warning- Odometer Discrepancy

Step 4 – Buyer and Seller Notarizaration -both parties must be before a notary and provide:

  • The Seller-
  • Date the signature in dd/mm/yyyy format
  • Provide signature(s)
  • Provide Printed Name(s)
  • AND
  • The Buyer –
  • Date the signature in dd/mm/yyyy format
  • Provide signature(s)
  • Provide Printed Name(s)
  • AND
  • Notary Public –
  • After witnessing the signatures, the notary will complete the remainder of the form and affix their state seal
  • Make copies for record keeping and provide the original to the buyer
