The Missouri Vehicle Bill of Sale is a legal document that is used in the sale and purchase of a motor vehicle. This document provides information with regard to the seller as well as the buyer. It also provides important information about the vehicle being sold and purchased. This form may also be used to prove an “Even-Trade” and the change of ownership.There is notarization required if the vehicle has been rebuilt or if there is a specific request that it be notarized, by a notary with the Department of Revenue. This document will be required as a part of the process for registration in the state of Missouri. Since this information is needed for the purchase or trade of a motor vehicle, this is the only section of the form that need to be completed.

Odometer Disclosure Statement (Form 3019) – Should be filled-in by the seller at the time of sale and then to be used by the new owner at the time of registration.

Register a Vehicle in Missouri

In the state of Missouri, you have 30 days from the date of purchase your vehicle to register your vehicle to avoid fines and late fees. Whether you purchase a vehicle from a dealership or an individual, you will be responsible to appear in person at a Missouri licensing office to register your vehicle.

Needed to Register – Gather the following documents to register your vehicle:

  • You will need a title certificate that has been properly completed
  • If you’ve purchased a new vehicle from a dealership in Missouri, you will also need a Manufacturer’s Statement of Origin
  • You will need a completed Application for Missouri Title and License
  • A bill of sale
  • A safety inspection will be needed in the state of Missouri. If your vehicle is from another state, this inspection will eliminate the need for an odometer statement – The safety inspection must be provided and completed by an authorized Missouri automobile inspection station that is authorized by the state
  • For any vehicle that is under 10 years of age or for any vehicle that weighs less that 16.000 pounds, you will require an Odometer disclosure statement (Form 3019)
  • If this is a new and/or financed vehicle or one that has only now been paid off, you will require a notarized Notice of Lien, Lien Release, or Authorization to Add/Remove Name from Title (Form DOR-4809)
  • You will require a safety and emissions inspection statement, once the inspection is completed, you will be provided an inspection sheet that must accompany the rest of your documentation to register your vehicle
  • Be prepared to present a current photo ID
  • Be prepared to pay all registration and titling fees at the time of registration

How to Write

Step 1 – Section 1 – Purchaser and Seller Information- Seller must provide the following:

  • Purchaser’s Information –
  • Purchaser’s Name(s) Typed or Printed
  • Physical Address
  • City
  • State
  • Zip Code
  • AND
  • Seller’s Information
  • Seller’s Name(s) Typed or Printed
  • Physical Address
  • City
  • State
  • Zip Code

Step 2 – Section 2 –  Motor Vehicle Information – Complete the “Motor Vehicle” fields inside of the form:

  • Year
  • Make
  • Title Number
  • Vehicle ID Number (VIN)
  • Sale Date in mm/dd/yyyy format
  • Sale Price

Step 3 – Section 5 – Unit Trade Information- If you’re conducting and even trade for the vehicle, complete all of the fields in Section 5 as follows:

  • Year
  • Make
  • Title Number
  • Vehicle Identification Number (VIN)

Step 4 – Section 6 – Signatures – Both parties must review the information stated for accuracy, read the brief statement and if in agreement, provide:

  • Signature of one of the purchasers
  • Signature of one of the sellers
  • Check the box if the vehicle is being sold for destruction

If notarization is desired or required for any reason, it must be done at registration and only with the DOR
