The Pennsylvania Vehicle Bill of Sale is considered a legal document in the state of PA for several reasons. The form proves a legal sale and purchase of a motor vehicle in the state. This document also proves change of ownership, information regarding the seller and buyer and specific identification with regard to the vehicle itself. This document will require notarization and may be required for registration.

Register a Vehicle in Pennsylvania

In the state of Pennsylvania, a motor vehicle must be registered to operate on PA roadways. When you purchase a vehicle from a dealer in PA, they will usually submit all of your titling and registration for you. If you purchase from a private party, you will be required to register on your own.

Where to Register – If you need to register your vehicle, you must gather all of the appropriate information and take it to one of the , near you.

Needed to Register – Gather the following in formation before going to a registration office:

  • A title that’s been signed over to you
  • If you’re registering a new car yourself, you will need the Manufacturer Certificate of Origin (MCO) OR Manufacture Statement of Origin (MSO)
  • A bill of sale
  • A PA driver’s license or state ID card.
  • Proof of auto insurance.
  • If you are registering a used vehicle, you will require an odometer statement
  • If you’ve purchased a vehicle under 80% under the fair market price, you will require a completed  Motor Vehicle Verification of Fair Market Value by the Issuing Agent (Form MV-3)
  • If the vehicle has been provided to you as a gift, you must complete an Affidavit of Gift (Form MV-13ST)
  • Be prepared to pay any registration fees. Fees will vary according to vehicle type and in some cases the weight of the vehicle

How to Write

Step 1 – Seller and Buyer Information –Seller and buyer must provide their specific information into the form:

  • The Seller –
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State
  • AND
  • The Buyer –
  • Name
  • Driver’s License Number
  • Physical Address
  • City
  • State

Step 2 – Vehicle Details – Enter the required information as follows:

  • Make
  • Type/Model
  • Year
  • Vehicle Identification Number (VIN)
  • Color
  • Odometer Reading (provided in miles)
  • Will the Title be included with the sale? (Check Yes or No)

Step 3 – Trade/Purchase Price – Select the applicable boxes, adding information as required:

  • When checking this box, the seller is going to require monetary payment only– Enter the dollar amount in words
  • Enter the dollar amount in numbers
  • Specify the date of payment, (in mm/dd/yyyy format)
  • Enter the date as the document will be known (in mm/dd/yyyy format)
  • Should the parties decide that payment will be made at a later date, enter the date (in mm/dd/yyyy format)
  • Other – If other options have been agreed upon by both parties, briefly describe the changes in the agreement
  • Check the box if the vehicle is being given to the recipient as a gift
  • The last box in this section will briefly describe an agreed even-trade, agreement

Step 4 – Seller’s Disclosure – The seller must read the statements and provide information surrounding any known defects in the property

  • If the seller is then in agreement and has recorded defects (if any), then the seller must proceed to enter their signature as required

Step 5 – Signatures – If all parties are present before a notary public, each must enter the following:

  • The Seller –
  • Signature
  • Printed Name
  • AND
  • The Buyer –
  • Signature
  • Printed Name
  • AND
  • The Witness – 
  • Signature
  • Printed Name

Step 6 – Notarization – Once the notary has witnessed all signatures, he or she will complete the remainder of the form, in the end, affixing  their state seal.

  • Make copies of the completed document(s)
  • Give the original copy to the buyer
