South Carolina Boat Bill of Sale Form

The South Carolina Boat Bill of Sale is a legal document that in this state, is required as a part of the registration process. Once completed you will provide this information along with other required information in order to register and receive decals that must be displayed in order to operate your vessel on South Carolina waterways. This document will require notarization.

Register a Watercraft/Vessel in South Carolina

If a watercraft/vessel will be operated legally on South Carolina waterways, it must be properly registered with the state.

Where to Register – You may register and or title your watercraft/vessel at one of two  

Needed to Register – Gather the following information before going to the DNR for registration:

  • If you’re registering a new vessel provide the  Manufacturer’s Certificate of Origin (MCO) or a current title signed over to you, should the vessel be used
  • A notarized bill of sale
  • Driver’s license or State ID
  • You must have a completed Watercraft/Outboard Motor Application (Form FM-015)
  • You must be certain that your are paid and be prepared to pay all registration and/or titling fees

How to Write

Step 1 – Description of Watercraft – Enter the required information regarding the vessel as follows:

  • Registration Number
  • SC Title Number:
  • WA
  • Hull I.D. Number
  • Make
  • Year
  • Length
  • Const.

Step 2 – Description of Outboard Motor – Enter all required information:

  • Title Number
  • MA
  • Serial Number
  • Model
  • Make
  • Year
  • Horse Power (H.P.)

Step 3 – Seller and Buyer Information – Enter the information requested and provide signatures:

  • Check the first box, if you’ve not titled the vessel because it’s been used without using a motor
  • Enter the Seller(s) Name(s)
  • Seller’s Physical Address, City, State, Zip
  • Enter the date of the sale in in mm/dd/yyyy format
  • Enter the Buyer(s) Name(s)
  • Enter the Physical Address of the Buyer(s), City, State, Zip

Step 4 – Signatures – The seller(s) must read the statement provided, if in agreement, each party must provide the following information:

  • Signature of Seller
  • Driver’s License Number
  • Signature of Co-Owner
  • Driver’s License
  • Signature of Co-Owner Driver’s License Number

Step 5 – Once the notary public has witness all signatures, the notary will complete the remainder of the form and affix the state seal for authentication.

Step 6 – Complete the pricing boxes just below the notary completion

Step 7 – If this vessel is being provided free to an immediate family member, they will be exempt from paying excise tax. If this is the case, enter the following information:

  • Date this section of the document in mm/dd/yyyy format
  • Enter the name of the recipient
  • Enter the name of the person with whom the vessel has been acquired
  • Enter the relationship of the person with whom the vessel will be acquired

Step 8 – Co Owner Information- If the owner would like to add a co-owner to the vessel:

  • Print the owner’s name
  • Print the co-owner’s name
  • Enter the co-owner’s signature
